Head of Technology

Role Summary

As part of its international growth strategy, Pay10 is launching a licensed Payment Services Provider (PSP) entity in Morocco, aligned with local regulations under Bank Al-Maghrib. We are seeking a Head of Technology to lead the design, build, and secure operation of Pay10’s Morocco-based payment platform.

This is a senior leadership position for an experienced technology leader with deep expertise in fintech, payment platforms, and regulatory compliance. The role involves building and scaling secure, resilient systems supporting issuing, acquiring, wallets, and both domestic and cross-border payment capabilities. The selected leader will head Pay10’s Morocco tech operations while collaborating with global teams to ensure alignment across technology, product, and compliance.

Key Responsibilities

Technology Strategy & Execution

* Define and deliver the Morocco tech strategy aligned with Pay10’s global goals and regulatory requirements (Bank Al-Maghrib, PCI-DSS, ISO27001).
* Oversee all technology functions including platform engineering, integrations, cloud infrastructure, and data architecture.
* Ensure strong collaboration between Morocco tech operations and Pay10’s global product, tech, and compliance teams.

Architecture & Product Engineering

* Lead the development of Pay10’s Morocco PSP platform, covering acquiring, issuing, digital wallets, QR payments, and Open Banking readiness.
* Architect modular, secure, microservices-based systems with a strong focus on scalability, availability, and compliance-by-design.
* Ensure seamless integration with local schemes like CMI (Centre Monétique Interbancaire), national switches, and mobile money platforms.

Leadership & Team Management

* Build and manage a Morocco-based engineering team (developers, DevOps, QA, architects).
* Drive a culture of ownership, technical excellence, innovation, and secure development practices.
* Make strategic decisions on infrastructure, vendor selection, hiring, and technical partnerships.

Compliance, InfoSec & Risk

* Ensure full readiness for local regulatory audits and global compliance standards such as PCI-DSS and ISO27001.
* Implement and enforce security controls: access governance, data encryption, activity monitoring, and incident management.
* Collaborate with Risk and Compliance teams on AML/CTF, fraud detection, and customer data protection initiatives.

Platform Operations & DevOps

* Guarantee platform uptime (99.9%+), real-time monitoring, efficient CI/CD pipelines, and robust cloud infrastructure (e.g., AWS).
* Establish scalable, cost-efficient deployment environments with strong disaster recovery and performance tuning capabilities.
* Continuously improve observability and incident response processes.

Stakeholder & Partner Management

* Engage with local banks, CMI, regulators, mobile money providers, and payment processors to grow Pay10’s PSP network in Morocco.
* Represent the tech function in partner meetings, steering committees, and compliance audits.

Qualifications & Experience

* 10–15 years of experience in technology leadership, with at least 5 years in fintech, payments, or PSP domains.
* Proven expertise in building or scaling platforms for acquiring, issuing, wallets, gateways, or cross-border payments.
* Strong knowledge of Moroccan payments ecosystem, CMI integrations, and regulatory landscape under Bank Al-Maghrib.
* Familiarity with PCI-DSS, ISO20022, Open Banking, and secure financial architecture principles.
* Hands-on technical knowledge in Java/.NET/Golang, microservices, Docker/Kubernetes, API-first systems, and database management (SQL/NoSQL).
* Experience launching or managing regulated payment platforms in emerging markets is a strong advantage.
* Fluent in English and French (business and technical); Arabic is a plus.
