The Climate Bonds Initiative (CBI) is an international investor-focused not-for-profit organisation working to mobilise global capital for climate change solutions. The project seeks to support Ministry of Finance of Morocco with the development of the country's national taxonomy. Therefore, the ultimate long-term goals of the project and of the taxonomy are:
* Shift investments toward sustainability: Mobilize significant financial resources to support Morocco's transition to a green economy.
* Promote green finance: Encourage the development of green finance products, such as green loans and sustainable bonds, providing investors and financial institutions with criteria to identify and evaluate sustainable investment opportunities.
* Contribute to meeting Morocco's climate goals: Support Morocco's commitment to reducing greenhouse gas emissions and promoting renewable energy by identifying investments that contribute to emission reduction and clean energy development.
* Strengthen Financial management and governance: Enhance transparency and accountability in the financial sector by requiring financial institutions to disclose how they incorporate environmental, social, and governance (ESG) criteria into their investment decisions.
* Structuring efficient data collection and processing: Serve as a critical pillar for developing sound environmental policies by structuring data collection, providing a robust information base to inform policy decisions, and strengthening the scientific basis for these criteria. This ensures a more reliable and transparent approach in evaluating economic activities, enhancing the credibility and legitimacy of decisions based on environmental objectives.
* Risk management: Incentivize companies to identify, anticipate, and mitigate risks related to unsustainable practices, emphasizing the importance of risk management in sustainability. This contributes to more informed decision-making and the creation of a more stable and resilient economic environment.
Consequently, we interpret the project as tool to provide specialised professional services to support the development of Morocco's national taxonomy including capacity-building, governance structure and technical criteria support.
Purpose and Objectives:
The Consultant is expected to provide wide support to the Project Lead on the delivery of the Moroccan taxonomy development.
Scope of Services and Deliverables/Outputs:
The tasks under this consultancy are outlined below as well as the number of days per task. The project will be conducted from 21/07/2025 to 31/01/2026 and will use 22 business days of the consultant (with a possibility of the extension), to be split into the outputs according to the below.
* Preparatory work and background information collection: 6 Days
* Mitigation part development: 4 Days
* Adaptation part development: 4 Days
* Capacity building and trips: 6 Days
TOTAL: 24 Days

Requirements
The consultant should have the following skills and experience:
* Fluent French and English;
* Knowledge of sustainable finance landscape and climate-related policies of Morocco;
* 5-7 years of experience in working with climate finance and/or taxonomies;
* A strong network in among the experts and financial officials of Morocco;
* Strong written and analytical skills;
Benefits
CBI will pay the Consultant a daily rate fee of USD 370. Thus, the budget for this consultancy is of USD 8,140.00 referring to a period of 22 days of work. This amount does not include travel costs. In case there is any extra costs, these will be covered separately under the same rate and only expenditure for reasonable, approved, and documented costs agreed with CBI's Head of Taxonomies is allowable.
