Project Control/PMO Head

The job is to be based full-time in Riyadh, KSA.

(Must have experience working as Project Control Head/Lead for a large wireless 4G/LTE network, and must have advanced data analytics skills using Power BI)

Position Objectives

* Lead end-to-end Project Control, PMO Governance, Data Governance, Analytics Architecture, and Reporting for a nationwide wireless LTE program.
* Drive a data-centric control environment ensuring massive multi-source datasets are captured, validated, warehoused, automated, and converted into actionable insights and dashboards.
* This is a Project Control + Data Governance role only- not rollout, deployment, or delivery management.

Job Description & Responsibilities

1. Project Planning, Scheduling & PMO Governance

* Govern the Integrated Master Schedule (IMS), baseline plans, critical paths, dependencies, and schedule controls.
* Establish PMO governance frameworks, milestone gates, change governance, and schedule integrity standards.
* Lead Earned Value Management (EVM), forecasting, variance analysis, and schedule-risk modelling.
* Ensure adherence to governance—not field execution.

2. Financial Control & Commercial Governance

* Lead budget forecasting, financial governance, cost control, invoice validation, and asset tracking accuracy.
* Manage commercial impact assessments, contract compliance, and change control processes.
* Maintain precise financial visibility and prevent deviations through robust governance.

3. Data Governance, Data Engineering, BI Architecture & Heavy Data Crunching

* Define and implement data governance frameworks, data standards, validation rules, lineage, and master data structures.
* Own and manage the project data warehouse/data mart, ensuring systems can fetch, store, clean, process, and model large multi-source datasets.
* Perform heavy data crunching, transformation, modelling, enrichment, and preparation of analytics-ready datasets.
* Architect advanced Power BI dashboards, automated pipelines, Power Query logic, DAX models, and KPI engines.
* Deliver executive-level insights, trend analysis, and governance reporting based on clean, structured data.

4. Leadership, PMO Alignment & Continuous Improvement

* Lead and mentor the Project Control & Admin teams, building a strong data-first culture.
* Improve governance templates, SOPs, processes, reporting frameworks, and analytical structures.
* Collaborate with PMO, Quality, and Operations only for governance visibility—not deployment execution.
* Drive continuous improvement in automation, analytics, system accuracy, and process standardisation.

Qualifications & Experience

* Bachelor’s in Engineering/Telecom; Master’s preferred.
* 15+ years in Project Control / PMO Governance roles (mandatory).
* Proven expertise in data governance, Power BI architecture, big data modelling, and heavy data processing.
* Must have led Project Control for large telecom programs.
* Strong knowledge of Power BI, Power Query, DAX, data warehousing, EVM, schedule governance, baseline control, and forecasting.
* Proficiency in MS Project, Primavera, Excel (large data), and PowerPoint.
* Excellent leadership, stakeholder management, analytical capability, and communication skills.
* Strong ability to convert raw data into insights, indicators, KPI engines, and executive dashboards.
