Job Summary

The Human Resources Manager will play a key role in managing and executing HR functions to support the organization's goals and workforce needs in Morocco. This position involves overseeing recruitment, employee relations, performance management, compliance with Moroccan labor law, and HR projects, while ensuring alignment with organizational strategies. The role requires strong working knowledge of the Code du Travail (Law 65-99), CNSS obligations, , and will typically be based in Rabat.

Key Responsibilities

1. Talent Acquisition and Recruitment

• Lead end-to-end recruitment processes, including sourcing, screening, interviewing, and onboarding, in line with local hiring norms and expectations.

• Collaborate with department managers to understand workforce needs and develop hiring strategies suited to the Moroccan talent market.

• Manage work authorization processes for any foreign hires.

2. Performance Management

• Assist in designing and implementing performance management systems appropriate to local management culture.

• Support managers in setting goals, conducting appraisals, and identifying development opportunities.

3. Employee Relations

• Serve as a point of contact for employee concerns and foster a positive work environment.

• Address workplace issues and mediate conflicts to promote employee satisfaction.

4. HR Policy and Compliance

• Ensure full adherence to the Code du Travail (Law 65-99), CNSS registration and monthly declarations, health insurance enrollment, and income tax (IR) withholding requirements.

• Maintain compliant personnel files (contracts, CNSS affiliation, payslips, work authorization where relevant) and statutory registers, ready for labor inspection on request.

• Update and implement HR policies in line with Moroccan regulations, applicable collective bargaining agreements, and organizational objectives.

5. Learning and Development

• Identify training needs and support the implementation of learning programs.

• Promote employee development through mentorship, coaching, and training initiatives.

6. HR Projects and Initiatives

• Contribute to HR projects such as employee engagement surveys, diversity initiatives, and talent management programs.

• Support organizational change initiatives and culture-building efforts.

7. HR Analytics and Reporting

• Track and analyze HR metrics to inform decision-making and improve processes.

• Prepare reports and presentations for senior leadership, including statutory filings such as the annual salary declaration (Etat 9421).

8. Payroll Management

• Oversee monthly payroll processing, ensuring accuracy of salaries, bonuses, and statutory deductions.

• Manage CNSS declarations and contributions, health insurance, and income tax (IR) withholding, in coordination with finance.

• Oversee annual payroll-related statutory filings and respond to CNSS or tax administration audits as needed.

Qualifications and Skills

• Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred).

• 8+ years of experience in HR, with progressive responsibilities.

• Experience in the real estate sector is a strong plus.

• Strong knowledge of Moroccan labor law and HR best practices.

• Fluency in French and Arabic required; proficiency in English is mandatory.
