Project Procurement Manager

Job Purpose

A Project procurement manager's job purpouse includes developing and executing the Procurement Process for new Projects in order to ensure safety, performance, timeline and costs objectives. They also manage a team of Buyers and report to the Senior Procurement Project Manager or Director of Procurement.

Main Scope/Responsibilities
* Preparation of the Procurement proposal to meet the project needs
* Establish the procurement strategy of the project and Procurement Execution Plan
* Partner with key stakeholders to deploy the purchasing strategy for new projects: objectives, resources capabilities (HR, budget, etc.)
* Monitor procurement Activities in line with Project requirements and according to procedures and the policy of JESA
* Issue the critical ITB/RFQ and negotiate key contractual clauses and stakes with suppliers
* Work closely with relevant disciplines to best select potential vendors
* Ensure that contracted suppliers deliver work/goods/services to meet duration and quality targets, addressing and ensuring appropriate actions of under-performance issues
* Manage Procurement performance through KPIs to improve effectiveness
* Follows the progress of RFQ's with the project team and Client
* Lead the procurement budget and define the optimized organization for new project
* Challenge stakeholders in an appropriate manner to preserve relationships while achieving the overall commercial result and cost saving
* Assess the vendors performance in coordination with his team members and define the criteria of performance
* Build, maintain and manage supplier relationships and ensure good communications. 
* Communicate efficiently and animate the purchasing team
* Collect and share best practices focused on lessons learned acquired in previous or similar projects.
* Ensure a technological watch in his field of expertise in order to have a good knowledge of existing and future technologies

Education
* Bac +4/5
* Curricula: Business School or Engineering

* Over 15 years
