The Program Manager (PM) leads programmatic operations for Project Soar., under the direct supervision of the Executive Director This role oversees the systems, delivery, monitoring, and continuous improvement of Project Soar’s programs in Morocco, as well as supporting partner organizations implementing the Project Soar Method in satellite locations.
The PM manages program staff, ensuring that projects meet their deliverables and are implemented on time, ensuring grant and donor compliance, while building collaborative relationships with external partners. The Program Manager also plays a key role in managing the launch of innovative programming, maintaining organizational learning, and upholding a culture of excellence, transparency, and mutual respect.
This is a full-time in-office position based in Marrakech, overseeing all program activities across Morocco and supporting global partner sites.
Essential Duties & Responsibilities
1) Program Management & Delivery
Strategic & Operational Leadership
* Provide operational and strategic oversight of all Project Soar programs, including budget management, expense tracking, and performance monitoring
* Lead the team toward successful program delivery, meeting organizational and grant-funded goals while ensuring fidelity to program design and consistent delivery of outcomes.
* Exercise project management principles, ensuring all team members are clear on their roles, expectations, and project timelines, with milestones and check-in points to keep programs on track
* Model excellence and transparency through collaboration, strategic decision-making, evidence-based programming, and efficient management of resources
Program Quality & Continuous Improvement
* Lead assurance of program quality across all delivery sites and guide satellite/partner organizations
* Define, develop, and implement process improvement initiatives and best practices to address key operational challenges, beneficiary/stakeholder pain points, and sources of operational friction
* Resolve challenges and issue areas—such as with program activities, systems (Kobo), or implementation—as they arise
* Through regular team, process, and M&E check-ins, identify challenges early, develop resolution plans, and communicate with key stakeholders as needed
* Partner with team members to understand root-cause issues, develop mitigation strategies, and implement solutions
Partnership & External Engagement
* Support partnership development with schools, community organizations, and local stakeholders
* Represent Project Soar at external meetings, including funder visits, partner convenings, community events, and government or NGO forums
* Promote Project Soar as a thought leader in girls' empowerment and contribute expertise to organizational initiatives
2) Team Leadership
* Supervise, mentor, and support all program staff, ensuring strong communication, collaboration, and performance and using Slack (communications platform) and Asana (project software)..
* Ensure staff have access to resources and tools required for excellent program delivery.
* Foster a positive, inclusive, and empowering work environment for staff, facilitators, and program participants.
* Coordinate with HR on personnel matters, onboarding, performance reviews, and staff well-being.
3) Fundraising, Grants & Partnerships
* Provide information to the fundraising team needed for proposals.
4) Financial & Budget Management
* Understand all program operational budgets and work with the finance team and program staff to ensure activities are within budget.
* Understanding the different project burn rates, spending activity money at pace with each project activity plan.
5) Monitoring, Evaluation & Accountability
* Work with the M&E specialist and program team to ensure ongoing monitoring and evaluation of programs that help guarantee impact, quality, and alignment with organizational goals.
* Work with the M&E specialist to strengthen data systems, tools, and processes for tracking outputs and outcomes.
* Foster a culture of learning and strategic decision-making based on data and evidence.
* Ensure staff and partners adhere to Project Soar policies, systems, and compliance requirements.
* Contribute to organizational measurement frameworks, impact assessments, and reporting materials.
6) Board Support
* repare activity reports in preparation for board meetings.
Your profile
Knowledge, Skills & Qualifications
* Bachelor’s degree required; Master’s degree in a related field preferred.
* Minimum 7 years of experience in the non-profit sector, ideally within youth development, gender, or empowerment sectors.
* Minimum of 3-5 years demonstrated success managing high-performing teams of 5+ team members.
* Experience managing grants, donor reporting, and proposal development.
* Strong quantitative skills and familiarity with monitoring and evaluation systems; with Salesforce and Kobo Toolbox experience an asset.
* Familiarity working with program management software (exp Asana) and communications software (exp Slack)
* Ability to work cross-culturally and build trust with diverse stakeholders.
* Excellent written and verbal communication skills; strong facilitation and presentation abilities.
* Highly organized, detail-oriented, with strong project management skills and ability to manage multiple deadlines.
* Demonstrated commitment to girls’ empowerment, gender equity, and positive youth development.
* Fluency in English and Arabic required, and French strongly preferred.
Work Environment & Requirements
* Position is based in Marrakech and is in-office, with regular field visits to program sites.
* Ability to travel within Morocco and occasionally to partner sites as needed.
* Willingness to work occasional evenings or weekends for program events, training, or donor visits.

* Project Soar provides 4 weeks paid vacation per year plus holidays and sick leave
